KCEOC Community Action Partnership is a regional community action agency serving 16 counties in eastern and central Kentucky, headquartered in Knox County. Founded in 1964, it was one of the original 23 community action agencies created after the War on Poverty declaration, and it has operated for more than six decades. Its stated purpose is to reduce poverty and help low-income individuals and families toward self-sufficiency through coordinated services.
The agency's work spans several distinct service areas, delivered as an integrated set of supports rather than in isolation. These include Head Start and Early Head Start early-childhood education; housing programmes such as Tenant-Based Rental Assistance, Home Weatherization and Housing and Economic Development Initiatives; Energy Assistance; nutrition support including Summer Meals; Emergency Support Services for households in crisis; Senior-Center Services; Youth Homelessness Programmes; and career-readiness and workforce support through Kentucky Career Center Jobsight.
The organisation describes its approach as wraparound support: families are more likely to make lasting progress when services across housing, energy, nutrition, education and employment are coordinated, and when communities collaborate on shared goals. It frames its mission around recognising human potential and helping people help themselves and one another. Service delivery is adaptive, evolving with changing community needs.
Roles within the organisation are oriented toward direct community service, case coordination, programme delivery and administration across these fields. Prospective applicants come from backgrounds in social services, early-childhood education, housing, energy, nutrition, senior services, youth services, workforce development and community development, as well as from public service and emergency response. Institutional stability, long tenure in the region and a mandate spanning multiple service lines characterise the employer.
